On rise of Communalism, Regional Chauvinism and Terrorism

The National Executive of the Communist Party of India expresses deep concern and anxiety on rise of communalism, regional chauvinism and terrorism in various parts of the country. During 2008 alone there had been 63 bomb blasts taking a toll of around 250 lives. The latest was the bloodiest serial blasts in Assam killing over 75 people. There are reports that in this heinous crime some Muslim fundamentalists have been helped and supported by fundamentalist organisations from Bangladesh and Pakistan.

The repeated terrorist attacks have fully exposed the total failure of our intelligence agencies, both at the central and state level. The Union Home Ministry that claims of unearthing the plot and locating the ‘master mind’ soon after each incident has totally failed in coordinating the work of intelligence agencies and other law enforcing organs.

Besides, failing to unearth the plots of such bomb blasts before their occurrence, the Union Home Ministry has unofficially patronized the unleashing of a campaign of maligning a community for terrorism with preconceived ideas and with a mindset. That unleashed Media trails and pronouncing judgment in very sensitive cases. This has created a fear psychosis in the minority community and brought about a sense of alienation. The sense of alienation is now developing into apathy to the very system. This is a very serious development that needs to be politically countered.

Sangh Parivar is conducting a very hostile anti-minority campaign. Top BJP leaders including L.K. Advani and Rajnath Singh themselves are leading this vicious campaign by making false and unfounded allegations against the minorities, in particular and the secular forces in general.

On the other hand, the investigation agencies are underplaying the role of Sangh Parivar’s involvement in organising the bomb blasts. The revelations made about the Malegaon bomb blast on September 29 is an eye-opener. Before this there had been cases in Nanded and Parbhani (Maharashtra), Kanpur (UP) and Tenkasi (Tamilnadu) where RSS and Sangh Parivar outfits were found involved in preparing bombs and planning such serial blasts. A RSS worker was arrested in Ludhiana for sending e-mails on bomb blasts. In Mumbai an American citizen was detained and later allowed to run away from the country for similar charges. This shows that for one or the other reason, our investigating agencies are not ready to go beyond their preconceived ideas.

Much more serious is the interrogation of a serving Lt. Colonel of the Indian army in connection with the conspiracy of Malegaon bomb blast. Several activists of various Sangh Parivar outfits including ex-servicemen have been arrested in relation to Malegaon blast.

The National executive of the CPI urges upon the Union government to order afresh a thorough investigation in all recent bomb blasts in different parts of the country. It should not rely on investigations of police in BJP ruled states as it did in the case of ban on SIMI. Gujarat police is not known for its commitment to secularism or impartiality.

Along with the rise in terrorism related incidents, there had been increase in eruption of communal violence in different parts of the country. In Orissa and Karnataka pre-planned attacks on Christians were organized that have resulted in deaths of over fifty people and uprooting of several thousands who have either taken shelter in refugee camps or have been forced to flee to jungles. The state governments of Orissa and Karnataka deliberately allowed the police and administration to overlook or helped the attackers on Christian minority. The Union government failed even to use the provisions of Article 355 of the Constitution to restrain these state governments.

Recent weeks have witnessed communal flare-up in the states of Andhra Pradesh, Assam, Maharashtra, Madhya Pradesh, Rajasthan and Chhatisgarh. It is quite obvious that the BJP and its mentor RSS, after groping in the dark for an issue for electoral tactics have resorted to their old tactics of organizing incidents that help to hasten the process of communal polarization of the country. Sangh outfits are involved in all these communal riots.

Apart from this, there is a new element of rousing regional chauvinism in the country. The Maharashtra Navnirman Samiti (MNS), a break away group of Shiv Sena has resorted to poisonous hate campaign against North Indians in Maharashtra. There is a competition between MNS and Shiv Sena, an ally of BJP in NDA, to score points on their pro-Marathi credentials. Two persons have lost lives due to this hate campaign of MNS and Shiv Sena. Thousands have been forced to migrate from Mumbai and other towns of Maharashtra. This is a very condemnable development. It is unfortunate that regional parties in North India, in the name of “reaction” are themselves resorting to regional chauvinism. If this situation is allowed to go on, it will jeopardize the very unity and integrity of the country.

The National Executive of the CPI is of the firm opinion that these communal, regional chauvinistic and terrorism related tendencies can be fought back only by a united counter offensive by all secular and democratic forces of the country, politically and ideologically, while taking stern steps against the perpetrators of such violence.
